The Siskiyou Land Trust has appointed eight stewards to help protect privacy and preserve the peace, following a report of loud noise and partying on Hammond Pond. The stewards are authorized by the land trust to notify the sheriff s department in the future. Roads: A motion was made, seconded and approved to reimburse High Meadow Road $457.10 for road improvements. Trespass: The case is still pending. Fire Company: The Fire Company is performing basic training exercises. They have been pumping water, checking equipment, and locating water sources. Timber Harvest: There are no timber harvests in the area at this time. Newsletter: The next newsletter will be issued around the middle of October. Website: There was nothing new to report on the Website. Welcome Baskets: Several new people to the Ranch were discussed. Names and addresses will be provided the committee. Electrical Service Reliability: The committee is starting to map the power grid on the Ranch. They are setting up a preliminary phone bank to zero in on Ranch issues. The Bloom Box was also discussed. Old Business: Hammond Pond Standpipe: A motion was made to pay $137.15 from the standpipe account for the rental of equipment to compress the soil on the ramp. BOARD OF DIRECTORS MEETING MINUTES September 13, 2011 The regular meeting of the Hammond Landowners Association Board of Directors was held on September 13, 2011 at the Wearing residence. A quorum of members was present. Board members present: President Tom Wearing, Vice President Pam Scott, Secretary Pat Emerson, Treasurer Sally McGraw. Members-at-Large Dan Axelrod, Priscila Franco, Bob Keyser and Erich Ziller. Member-at-Large Doug Lathrop was absent. Also present were Ray Rayburn and Larie Wearing. President Tom Wearing called the meeting to order at 7:12 p.m. The Agenda for the meeting was presented and accepted with a motion which was seconded and approved. The August 9, 2011 Minutes were accepted with a motion which was seconded and approved. Reports: There were no reports from the President, Vice President or Secretary. The Treasurer presented the financial reports. A motion was made to accept the reports as presented. The motion was seconded, discussed and approved. Correspondence: The President reported the standpipe ramp and pad have been completed. A water tender and portable tank were used to test the standpipe and ramp by the fire department and they worked very well. Several landowners questioned how Cal/Or was able to build the tower on Blue Jay. After researching the question it was found the tower was built on the road right-of-way therefore no notification or approval was needed from the landowners. A request was received from a landowners wanting information on a major collision on Dale Creek Road. No accident was reported. Two calls were received from landowners regarding removing of firewood from the Ranch. The sheriff department has been notified. The squatter hae of internet service. Website Forum: A discussion was held regarding what do we want a forum to do? Individual blogs? Having landowners set up their own blogs? Having a group blog run by HLA inviting members to join giving HLA better ability to screen items? Letters to the editor, allowing reviewing for offensive content? A motion was made to have Dan work with Larie setting up a letters to the editor forum and trying this for six months. The motion was seconded, discussed and approved. New Business: Formation of Fire Committee: Purpose: To investigate the issues involved with the dissolving of the Hammond Ranch Fire Company and its merger into the Siskiyou County Fire system. To make contact with Hammond Fire and Siskiyou County Fire personnel and to establish relationships with those organizations. To review the resulting organization and its procedures. To the extent possible influence the makeup of any overseeing board or organization. To protect the emergency systems presently in place in Hammond Ranch. To insure that the assets of the present fire company and the income to the company from the zone of improved benefits remain with the community. To make recommendations and report to the Hammond Landowners Association board as appropriate. Erich Ziller has accepted the position of chairperson for the committee and is presently approaching people to be on the committee. Currently Ray Rayburn and Priscila Franco have agreed to serve. A motion was made to adopt the Hammond Ranch Fire Committee. The motion was seconded, discussed, and approved. Other: The Hammond Ranch annual meeting was discussed. It will be held at the Mount Shasta Resort on November 5, 2011. A final count of members attending will have to be given to the Resort two weeks prior to the event.
