After discussing several solutions, a motion was made to send the first newsletter, after receiving a request from an owner to send newsletters to the tenant, with the advice they can go to the website for future issues. After discussion, the motion was seconded and approved with one opposing vote. Correspondence was received requesting clarification of use of HLA Ranch road easements by residents of the Ranch, after an altercation between a ranch resident parking on an easement and resident of the area where the vehicle was parked. An article regarding this issue will appear in the next newsletter and on the website. A note was received from a landowner attempting to contact persons involved in the fuel reduction project. This issue was resolved. A discussion was held regarding a landowners adversity to a grant received to install a water tank at the fire station. The grant was obtained for a public water source as government agencies are not permitted to rely upon privately owned water tanks. Roads: There were no requests for funds for road work. The newsletter will have an article regarding the construction of roads from roadbeds to maintenance, and how to best maintain the existing roads. Trespass: The prior trespass issue will be going to trial due to the settlement not being agreed upon. Fire Company: The Beer Booth at the fair was discussed. The bids for the booth will be entered by April 19, 2011, with the accepted bid being announced April 20, 2011. Timber Harvest: There is nothing new to report on Timber Harvesting. Newsletter: The newsletter is progressing along nicely. It is being held up for information on the beer booth bid. BOARD OF DIRECTORS MEETING MINUTES April 12, 2011 The regular meeting of the Hammond Landowners Association Board of Directors was held on April 12, 2011 at the Wearing residence. A quorum of members was present. Board members present were President Tom Wearing, Vice President Pam Scott, Secretary Pat Emerson, Treasurer Sally McGraw, Members-at-Large Dan Axelrod, Robert Keyser, Priscila Franco and Erich Ziller. Member-at-Large Doug Lathrop was absent. Also present was Larie Wearing. The meeting was called to order at 7:08 p.m. by President Tom Wearing. The Agenda for the meeting was presented and accepted with a motion, which was seconded and approved. The March 8, 2011 Minutes were accepted with a motion which was seconded and approved. Reports: The President reported that as a guest at the meeting between the Electrical Service Reliability Committee and Pacific Power representatives he felt the meeting was very good. It was well-organized and kept in control. Pacific Power representatives stated they have never had an organization ask questions like the ones presented by the committee. The President also reported a drop in HLA memberships. There were 118 members in 2009, 106 in 2010, and so far 95 in 2011. One of the reasons may be due to more owners with multiple parcels. The Treasurer presented an amended March Financial Report. A motion was made to accept the amended report. After discussion, the motion was seconded and approved. The April Financial Report was presented. A motion was made to accept the April Financial Reports. After discussion, the motion was seconded and approved. Website: Discussion was held on the process of rebuilding the website. Welcome Baskets: It was reported there are three potential new landowners on the Ranch. Electrical Service Reliability: The Electrical Service Reliability Committee met with Pacific Power representative Toby Freeman and the local Pacific Power Engineer. The Committee is in an information gathering phase and concentrating upon building a long-term relationship with Pacific Power. Old Business: Fire Safe Council: It was reported that the Newton Development adjacent to the Ranch is out of the Fire Safe Council Zone and therefore is not part of the fuel reduction area. The fuel reduction phase two information was sent to the Council. Ranch Resident Operating a Business from Residence: The most recent brochure and website describing this business has been changed. It was decided to drop this item from future agendas. Internet Connections: Cal-Ore has arrived at an agreement with property owners on Blue Jay and will be building an internet tower on Blue Jay. Fuel Reduction Collection and Disposal: This item will be carried over to the next Board Meeting. Hazard Mitigation Survey: This will be in the next newsletter and will be removed from the agenda. Annual Picnic: This item will be carried over to the next Board Meeting. New Business: Pacific Power Representative Toby Freeman has a power point presentation and he has indicated he would be willing to come to the next HLA General Meeting to show this thirty minute presentation. The recent home invasion in the neighborhood was discussed and an article will be in the newsletter asking people to be more aware of what is happening around their homes and in their neighborhoods.
