Old Business: Annual Picnic: The annual picnic was a success again and everyone was encouraged to attend. A request was made to see if the picnic could be held closer to the Fourth of July for the members who come for the Fourth of July festivities and would like to be able to attend the picnic without making another trip back. Shaded Fuel Breaks: Work will be starting on Rocky Road next week. Dale Creek Road will be starting soon. Convict crews will be doing the work on the Shaded Fuel Break projects and Landowners are cautioned not to talk or make eye contact with the crew. Shaded Fuel Break permission responses were reported to be very good on Sugar Pine, 100% on Ponderosa, and a few problems on Dale Creek Road. Hammond Pond Standpipe: The ramp needs completing and the certification needs to be done New Business: Approval of Amended Bylaws: After discussing the proposed changes to the By-laws which would change the number of Board Members from a minimum of seven and a maximum of nine and change the number of Secondary member of the Board from one to two, with no more than two Secondary members serving on the Board at any one time a motion was made, seconded and approved to amend the By-laws. Removal of Debris: Suggestions for removal of debris from property were discussed. Suggestions included checking with Kelly Connor to see if the debris can be chipped up at the same time as the Shaded Fuel Break work is being done. Another suggestion was to contact the Siskiyou Opportunity Center if the debris is usable by them for firewood collection. A quorum of members of was present by reason of proxies held by the Board of Directors. Board members present were: President Erich Ziller, Vice President Pam Scott, Secretary Pat Emerson, Treasurer Sally McGraw, Members-at-Large Dan Axelrod and Tom Wearing. Member-at-Large Priscila Franco was absent. The meeting was attended by thirty-nine non-board members of the Hammond Landowners Association. The meeting was called to order at 10:10 a.m. by President Erich Ziller. Members introduced themselves and spoke briefly about how long they have been residing on the Ranch. The Agenda for the meeting was adopted with a motion. It was seconded and approved. Reports: President Erich Ziller reported on the standpipe, roads, and the shaded fuel break. Treasurer Sally McGraw presented the financial reports for October and also the 2010/2011 Proposed Budget. A motion was made to accept the financial reports and the Proposed Budget. It was seconded and approved. Roads: Speeding on Dale Creek Road was discussed. Louie Rock will be placed on sections of the road to help with the dust. Rocky Roads success with Louie Rock was discussed. Sugar Pine Road was discussed with the request of revisiting the idea of putting up a gate for traffic control. This item will be placed on the Agenda for future meetings. Trespass: The trespass issue was discussed. There were two incidents of trespass this year. Arrests were made during one of the incidents. Newsletter: The newsletter has never looked better thanks to Larie Wearing and all , seconded and passed by a majority to change the name of the newsletter from The Shasta Scene to The Hammond Ranch Scene. This will be in effect for a year and will be addressed at the next General Meeting if a better suggestion for a name is given. Other: Pacific Power issues were discussed. It was suggested the Board take on this matter. Landowners with problems were invited to attend any Board meeting to discuss their problems. Winter weather conditions were discussed with the request that weekly updates on the website be make on Ranch road conditions. This information will be posted if anyone wished to send an e-mail to Larie on specific road conditions. Also suggested was checking the web cams from Cal-Trans. A link on the website to Shasta Avalanche .org will be made available. Election of Board Members: After a brief introduction by the candidates the ballots were marked, collected, and counted by the Secretary. Newly elected Board Members are: Bob Keyser, Doug Lathrop, Sally McGraw, Pam Scott and Erich Ziller. Open Discussion: It was suggested the Board write a letter to Federal Express and Direct TV to have their drivers slow down when driving on Ranch roads. It was also suggested that Landowners speak to drivers when they receive services from these drivers. Landowners were cautioned there has been a mountain lion incident of High Meadow. Landowners on Red Fir have requested help with road maintenance. Any expenses can be submitted to the Board for approval and reimbursement up to the allotted amount.
